The Government’s Resolution No. 02/NQ-CP on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025 (Resolution 02) underscores strong political resolve to renew governance thinking, placing people and enterprises at the centre of public service delivery.
In implementing Resolution 02, the PPC issued a coordinated set of programmes and action plans to fully operationalise the Government’s goals, tasks and solutions. Under this unified direction, departments, agencies and localities proactively developed specific action plans, integrating business environment improvement into their 2025 core work programmes.

A notable highlight in Dak Lak’s implementation of the Resolution 02 is administrative procedure reform linked with digital transformation. With a clear commitment to building a service-oriented administration that measures performance by citizen and business satisfaction, the province accelerated process standardisation while strengthening discipline and accountability in public service. As a result, 98.5% of administrative dossiers was resolved on time or ahead of schedule.
In particular, the PPC approved a list of 1,408 administrative procedures for receiving and returning results regardless of administrative boundaries.
To translate the spirit of Resolution 02 into concrete action, Dak Lak PPC has developed an Action Programme to strongly improve the business environment and enhance competitiveness, identifying this as a key task for 2026. The province targets an over-15% increase in enterprises entering the market and an over- 10% reduction in those exiting in 2026, compared with 2025, with the private sector emerging as a truly important driver of the economy.
Alongside this, a pilot model of “online public service agents” has been rolled out, with support points for online submissions established at the provincial Public Administration Service Centre and at commune/ward levels. Through systematic reviews, many procedures related to production and business activities have been proposed for simplification, reflecting a reform approach that is substantive rather than formalistic.
Enterprises respond positively
Practical implementation in Dak Lak shows tangible improvements in the investment and business climate. Several component indicators of the Provincial Competitiveness Index (PCI) have improved in both scores and rankings. Notably, the number of newly established enterprises and those resuming operations has risen sharply, reflecting growing confidence within the business community in the province’s investment environment.

Representatives of many enterprises note that administrative procedures have become clearer and more transparent, while the conduct of public officials has grown more professional and accountable. Instances of inconvenience and harassment have been gradually reduced.
According to Nguyen Quang Vinh, Chairman of the Board of Directors of Tin Nghia Logistics JSC and Chairman of Dak Lak Business Association, the local business community has shown strong consensus with the administrative reforms being implemented by the Government and the province. Enterprises also highly value the shift towards post-inspection and the reduction of overlapping inspections, which helps save time and costs while enhancing competitiveness.
When policies are implemented in earnest, the administrative apparatus shifts from management to service, and enterprises and citizens are placed at the centre, reform becomes a powerful driver of development.
